Predstavljen izveštaj koalicije prEUgovor
Proces pristupanja Srbije EU mora biti transparentan, tokom njega mora biti u potpunosti sprovodjena sistemska borba protiv korupcije zasnovana na podeli vlasti i vladavine prava i unapredjeno poštovanje ljudskih prava, posebno ugroženih grupa, ocena je organizacija civilnog društva okupljenih u koaliciji prEUgovor.
Izveštaja koalicije o napretku Srbije u ključnim poglavljima pregovora predstavljen je danas u Medija centru.
"Smatramo da su pregovori prilika da se reforme koje se tiču vladavine prava konsoliduju", ocenila je na promociji Sonja Stojanović Gajić, direktorka Beogradskog centra za bezbednosnu politiku, jedne od šest organizacija civilnog društva okupljenih u koaliciju "prEUgovor".
Direktor Centra za primenjene evropske studije Srdjan Djurović naglasio je da je u ovoj fazi pregovora ključno obezbediti učešće javnosti, kako bi Srbija iz procesa evrointegracija "izašla kao čvrsta država, sa dobrom administracijom i zakonima koji se primenjuju".
On je takodje ukazao na bitnost javnosti samih pregovora, odnosno da ceo proces pregovora, naročito ono što se odnosi na uspostavljanje pregovaračke pozicije Srbije i izveštavanje o tome, bude
transparentan.
"Mora biti uspostavljena instituciona struktura za praćenje pregovora. Učešće civilnog društva znači ne samo da one nadgledaju taj proces, već i da u njemu budu konsultovane", ukazao je Djurović.
Programski direktor Transparentnost Srbija Nemanja Nenadić rekao je da je u Srbiji prisutan problem sa javnošću procesa donošenja odluka u mnogim oblastima, što podstiče korupciju.
"Svedoci smo da je u Srbiji usled uticaja političke volje došlo do pokretanja krivičnih istraga. Medjutim, nije dovoljno jasno da li će institucije oformljene u tu svrhu nastaviti da se bore protiv
korupcije, i ako politička volja u budućnosti izostane", naveo je Nenadić.
Sonja Stojanović Gajić je ukazala da su ključni rizici od korupcije u sektoru bezbednosti najprisutniji u oblasti javnih nabavki koje su u velikoj meri tajne.
Ona je navela da ključni akteri u borbi protiv korupcije - Ministarstvo odbrane, Ministarstvo unutrašnjih poslova i Bezbednosno-informativna agencija, sprovode 15, 55, odnosno 95 odsto
svih nabavki po poverljivoj proceduri, tj. tajno.
Branko Čečen iz Centra za istraživačko novinarstvo upozorio je na visok stupanj organizovanog kriminala u Srbiji, ukazujući da je njegovo "prisustvo veće od ekonomskog značaja" zemlje i
zaključujući da organizovani kriminal utiče negativno na sve ono što spada u poglavlja 23 i 24.
Ocenio je da u zemlji nema adekvatne reakcije na kontakte organizovanog kriminala i vlasti "koji su očigledni", što je "nedopustivo" i ostaviće velike posledice.
U koaliciji "prEUgovor" još se nalaze i Grupa 484 koja pruža pomoć izbeglicama i raseljenim licima, kao i organizacija Astra, za borbu protiv trgovine ljudima.
