Ko to (ne) želi dobro svojoj državi?
„Strahotno je i pomisliti da smo mi možda želeli da ukrademo neki novac preko respiratora.
Ljudi koji to misle ili insinuiraju ne žele dobro svojoj državi jer se mi nalazimo u situaciji u kojoj druge zemlje koriste svoje bezbednosne službe da dođu do respiratora. Ako želite danas da birate između potpuno regularnog procesa javne nabavke ili sačuvati ljudske živote, mi smo izabrali da sačuvamo ljudske živote.“
Ovo je izgovorila predsednica Vlade Srbije za TV Pink, povodom nekih otvorenih pitanja u vezi sa kupovinom respiratora za potrebe našeg zdravstva. I dodala „odmah posle vanrednog stanja položićemo potpun račun građanima o tim nabavkama i o tome koliko novca smo potrošili“.
Evidentna je, naprosto „bode oči“, spremnost da se maliciozno diskvalifikuju („ne žele dobro svojoj državi“) ljudi čije interesovanje za određene stvari ne prija. I, naravno, neprihvatljiva, pogotovo što u pitanjima NVO Transparentnost Srbija i novinara istraživača koja su bila predmet ovakve reakcije nije bilo nikakvih optužbi ili insinuacija. Štaviše, izraženo je razumevanje prema mogućnosti da u aktuelnoj situaciji bude privremeno opravdana i tajnost nekih podataka o načinu nabavki. Samo je, s pravom, naglašeno da je teško zamisliti bilo kakav valjani razlog da se ne objavljuje šta je tačno kupljeno i koliko je za to plaćeno.
Inače, „priču“ o odsustvu pouzdanih informacija o ovoj važnoj stvari započela je sama Brnabić onom famoznom izjavom sa početka epidemije – „broj respiratora je državna tajna“. Nastavio je Aleksandar Vučić odajući tajnu izjavom da imamo 1.008 respiratora, da je kupljeno 573, koji su stigli i raspoređeni su, a kupljeno je i 2.200, koji treba da stignu. Kasnije je od predsednika poslaničke grupe SNS Martinovića javnost čula – „ukupno naručeno 3.967 komada“, a u Srbiju „dostavljeno 585 novih aparata“. A još malo kasnije od drugog visokog funkcionera SNS i vlasti, Marije Obradović i sledeće: „Mi smo zatečeni sa negde 1.000 respiratora, oko toga 700 je bilo zauzeto redovnim bolesnicima, kardiovaskularnim, onkološkim. Dakle vrlo mali broj respiratora je bio na raspolaganju i to je značilo sigurnu smrt za mnoge od nas koji su bili zaraženi, ili bi imali potrebu za respiratorima. Zaista nadljudskom borbom i i predsednika Vučića i Vlade Srbije uspeli smo da platimo 4.000 respiratora. Naravno, zbog situacije u celom svetu, zbog roka dostavljanja, mi ćemo dobiti oko 1.500 respiratora još do kraja. Razliku do 4.000 respiratora dobićemo novac nazad.“
Teško je oteti se utisku da je ovo mnogo više izazivanje konfuzije nego informisanje. Zar, čak i uz najbenevolentniji odnos prema akterima ovakvog „informisanja“ nije očigledno da javnost Srbije o ovoj važnoj stvari ne zna praktično ništa?
Koliko smo imali respiratora pre epidemije COVID 19? Koliko ih sad imamo? Koliko smo ih kupili u toku epidemije? Koliko ih je isporučeno? Koliko javnog novca je potrošeno za to? Koliko znamo o ceni, drugim uslovima nabavke, posebno o kvalitetu respiratora? Koliko o tome da li je nabavka očito velikog, ogromnog broja respiratora (za šta je potrošeno više desetina, možda i stotina miliona evra) bila opravdana „spasavanjem ljudskih života“? Ili, za tu premijerkinu tvrdnju, zapravo nema nikakvog osnova? Kako ta tvrdnja izgleda u svetlu izjave još jednog u nizu, ali formalno najpozvanijeg visokog funkcionera vlasti i vladajuće stranke, ministra zdravlja Zlatibora Lončara – „mi smo najveći broj ljudi na respiratoru zbog korone imali 147 a na dan kada je došlo do proglašenja epidemije imali smo 408 slobodnih respiratora“!
Šta je onda razlog koji objašnjava nabavku još nekoliko hiljada novih?
Nedostaju pouzdani odgovori na mnogo važnih pitanja. A javnost, građani Srbije imaju pravo na njih, reč je o njihovom novcu. Nema ničeg neobičnog u tome da očekuju čist račun. A to, u svakoj prilici normalno očekivanje dodatno je pojačano tragičnim okolnostima pandemije. I kad računa nema ili kad postoji nešto dubiozno, odnosno sporno to normalno dovodi do reakcija kakve imamo i u neposrednom okruženju.
U Sloveniji npr. zbog sumnji da su respiratori nabavljani po višestruko uvećanoj ceni, uz stoprocentni avans i izbor firme uvoznika pod političkim pritiskom u toku su demonstracije građana u više gradova, opozicija najavljuje interpelaciju nadležnog ministra ili cele Vlade a Državna antikorupcijska komisija i policija vode postupke provere. I u BiH iz manje-više istih razloga, sa nešto više tragi(komič)nih elemenata (za nabavku respiratora angažovana je firma koja se bavi preradom malina) u toku je akcija tužilaštva koja je obuhvatila i kabinet premijera.
I kod nas su, bez obzira na ćutanje nadležnih, do javnosti doprle kakve takve, makar fragmentarne ali vrlo slične informacije. Npr. o tome da će se sudbina velikog iznosa novca iz Republičkog fonda zdravstvenog osiguranja namenjenog kupovini respiratora rešavati pred sudom u Podgorici! Reč je o novcu iz posla u kom je uz kompletan avans direktno angažovan dobavljač koji je opet angažovao još jednog posrednika, i to prilično neobičnog (ne baš malinara, pre kozmetičara) a koji je opet u posao uveo još neke posrednike, i sve to uz predviđenu milionsku posredničku naknadu.
Ističe i druga sedmica od prestanka vanrednog stanja. Za svaku, a pogotovo za Vladu koja je za par dana pripremila i (mimo Ustava, bez Skupštine) utvrdila kompletan rebalans državnog budžeta ili realizovala famoznu akciju „helikopter novca“ pozajmivši i podelivši građanima po 100 evra, to bi moralo biti više nego dovoljno da pripremi i položi „potpun račun“, koji je, u svojoj teatralnoj, egzaltiranoj reakciji, premijerka najavila za – „odmah“.
Ali računa, ne samo potpunog nego nikakvog, nema a premijerka i Vlada ćute.
Ako je to njihov način da se priča o respiratorima „apsolvira“ (što bi, imajući u vidu odnos prema dosadašnjim obećanjima, moglo biti vrlo verovatno) onda bi se ono premijerkino „strahotno“, a pogotovo ono „ne žele dobro svojoj državi“ moralo odnositi upravo na njih.
