Objavljivanje imena donatora političkih stranaka
Jedna od obaveza iz Zakona o finansiranju političkih aktivnosti, koje Transparentost – Srbija prati u kontinuitetu od početka primene zakona jeste i objavljivanje imena ljudi i naziva firmi koji su političkih subjektima dali tokom kalendarske godine više od jedne prosečne mesečne zarade u Republici (oko 40.000 dinara). Zakon obavezuje stranke da te podatke objave u roku od 8 dana na svom veb-sajtu i propisuje kazne za one koje to ne učine.
Kao što smo već predstavili javnosti u julu 2012, na osnovu izveštaja o finansiranju parlamentarne i predsedničke kampanje utvrdili smo da pojedine stranke nisu ispunile ovu svoju obavezu, ali zbog toga još uvek nisu pokrenuti postupci za prekršajno gonjenje:

Pošto sve registrovane političke stranke, kao i koalicije i grupe građana koje imaju predstavnike u skupštinama moraju da do 15. aprila 2013. predaju svoje godišnje finansijske izveštaje, koji sadrže i spisak davalaca priloga, to će biti prilika da se vidi u kojoj meri su poštovale obavezu objavljivanja imena davalaca priloga od izbora do danas.
Uopšte uzev, situacija sa ispunjavanjem ove zakonske obaveze, prema trenutnom uvidu, znatno se razlikuje po pojedinim strankama. Kao i ranije, i dalje ubedljivo najveći broj priloga objavljuje DS, a sa objavljivanjem priloga u 2013. su nastavili i DSS, SPS, SDPS i SPO. S druge strane, podataka o većim prilozima, bilo zato što ih zaista nije bilo ili zbog propusa u ispunjavanju zakonske obaveze nema na sajtovima SNS, G17Plus (URS), LDP, kao i kod nekoliko stranaka koje ni ranije nisu imale ili prijavljivale ovaj vid prihoda (npr. NS, PUPS), ili koje su takve prihode ostvarivale tokom kampanje (npr. LSV, JS). Posebno je zabrinjavajuće da se na nekim stranačkim sajtovima brišu i ranije objavljeni podaci o prilozima (SPS, SNS).

Kod ove stranke je primetno znatno smanjivanje broja i vrednosti priloga, ne samo u odnosu na period izbora, već i u odnosu na drugu polovinu prošle godine.
SPS

Uvid u sajt ove stranke ukazuje na ozbiljan problem u primeni Zakona. Naime, norma nalaže „objavljivanje podataka“, ali se ne precizira obaveza da ti podaci budu stalno dostupni nakon objavljivanja. Ostaje da se vidi na koji način će Agencija za borbu protiv korupcije i prekršajni sudovi tretirati ovo zaobilaženje zakonske obaveze.
LDP

Za dalji period nema novih unosa
Kako se može videti, LDP je objavljivala podatke samo o prilozima koji su dobijeni za potrebe izborne kampanje, ali ne i nakon nje. Ostaje da se vidi da li su veći prilozi prikupljani i u međuvremenu, na primer, radi izmirenja potraživanja koja su nastala tokom izborne kampanje, ili ne.
URS-G17+ (URS ne objavljuje priloge, dok je G17+ stao sa objavljivanjem 09.05.2012. godine)
URS je i dalje registrovan kao udruženje, a ne kao politička stranka, tako da nema obavezu objavljivanja primljenih priloga, što je jedan od propusta aktuelnog Zakona. Stranka G17Plus je u periodu pre izbora i tokom kampanje objavila veliki broj primljenih priloga, uključujući i one koji su ispod visine prosečne zarade, tako da je vrlo verovatno da je ovakvih priloga bilo i u poslednjih 10 meseci, ali da imena davalaca nisu objavljena na veb-prezentaciji.
SNS (izled stranice je promenjen i više ne postoji odeljak o donacijama, već su raspoloživi samo završni finansijski izveštaji)
Ova stranka je i ranije veoma retko objavljivala podatke o većim prilozima, a u izveštajima o finansiranju izborne kampanje navedeno je više od 2000 davalaca manjih priloga. Bilo da stranka zaista ne prikuplja priloge vrednije od 40.000 dinara ili da ih samo ne objavljuje (teško je verovati da nema zainteresovanih donatora za najmoćniju stranku u Srbiji), u svakom slučaju je problem sa stanovišta primene Zakona to što se na sajtu ne mogu videti podaci o dobijenim prilozima iz prethodnih godina.

Ova stranka je i ranije redovno objavljivala veliki broj primljenih priloga veće vrednosti, kako pre kampanje, tako i tokom kampanje 2012. godine. Međutim, taj trend je nastavljen i nakon izbora. U periodu od 9. maja 2012. do kraja prošle godine zabeleženo je 998 donatora, a među njima, naročito u periodu između maja i jula i veći broj pravnih lica.
Međutim, broj donatora je bio u porastu i tokom ove godine. Do šestog aprila 2013. zabeležena su imena 1743 davalaca priloga, što je veliki porast, s tim da treba istaći da je stranka počela da objavljuje i imena ljudi koji su dali manje priloge (npr. 10.000 dinara). Ovaj porast je naročito bi snažan u prvoj nedelji aprila kada je zabeleženo čak 1389 davanja, a njih 150 između 100 i 200 hiljada dinara. Ovaj trend se očigledno može pripisati mobilizaciji članstva radi rešavanja problema sa refinansiranjem kredita uzetog kod Razvojne banke Vojvodine.
