Local transparency index - LTI
Since 2015, Transparency Serbia has been using a new methodology for evaluating and ranking cities and municipalities, based on the transparency index - LTI. The index is a sum of positive points obtained from indicators that include analysis of web sites, documents, responses to requests for free access to information and direct insight into the functioning of the service centers and premises of the local administrations, as well as data obtained from other sources. In 2015, 2019, 2020, 2021, 2022 and 2023 all municipalities, city municipalities and all cities were evaluated and ranked. In 2017 15 cities and municipalities were included in the sample.
All the indicators on the basis of which local governments were evaluated, evaluations and indices are presented in the attached tables (versions in Serbian and English). The analysis contains details of the methodology, the manner in which the research was conducted, the assessment of the situation and recommendations for improving transparency. On the interactive map (in Serbian only), one can find an overview of the ratings of municipalities and cities and links to separate pages with comparative data for all assessed local governments individually - for all surveys conducted so far. There, one can find the indices (LTI) and the ranking and the comparison with the indices from previous years by placing the cursor over the municipality / city on the map
