Opšti cilj projekta je da doprinese razvoju i jačanju integriteta i poboljšanja organizacije, efikasnosti i efektivnosti rada jedinica lokalne vlasti, u skladu sa Zakonom o sprečavanju korupcije.
Takođe, realizacija ovog projekta doprinosi efikasnijoj primeni i praćenju odredaba akata i propisa koje donosi lokalna samouprava kroz analizu rizika od korupcije, u skladu sa Metodologijom za procenu rizika od korupcije koju je donela Agencija za sprečavanje korupcije.
Organizacija Transparentnost Srbija tokom sprovođenja ovog projekta analizira rizike od korupcije u najmanje dva a najviše šest propisa koje je doneo Grad Beograd i 27 gradova: Bor, Valjevo, Vranje, Vršac, Zaječar, Zrenjanin, Jagodina, Kikinda, Kragujevac, Kraljevo, Kruševac, Leskovac, Loznica, Niš, Novi Pazar, Novi Sad, Pančevo, Pirot, Požarevac, Prokuplje, Smederevo, Sombor, Sremska Mitrovica, Subotica, Užice, Čačak, Šabac.
U zavisnosti od opštih akata i propisa koje imaju pojedine JLS, TS analizira neke od sledećih akata:
1. Poslovnike o radu Skupština gradova;
2. Odluke ili pravilnike o dodeli finansijskih sredstava udruženjima;
3. Odluke ili pravilnike o sufinansiranju projekata u oblasti javnog informisanja;
4. Odluke ili pravilnike o javnim raspravama;
5. Odluke ili pravilnike o upravljanju i korišćenju javne svojine JLS.
6. Posebne odluke kojima se uređuje davanje u zakup prostorija Grada na korišćenje političkim subjektima
Pored analize u skladu sa Metodologijom za analizu rizika od korupcije koju je izradila Agencija za sprečavanje korupcije, TS će kao dodatni rezultat ovog projekta sastaviti spisak akata koje ima 28 gradova obuhvaćenih ovim projektom, odnosno akata koje nisu doneli. TS će uputiti inicijative gradovima koji nemaju neki od ovih šest akata i pozvati na njihovo usvajanje, ukazujući istovremeno na primere dobre prakse koji budu identifikovani tokom ovog projekta.
Lokalnim antikorupcijskim planovima, prema Modelu koji je izradila Agencija za sprečavanje korupcije, predviđeno je donošenje propisa kojima bi se uredila pitanja dodele finansijskih sredstava udruženjima, sufinansiranja projekata u oblasti javnog informisanja; javnih rasprava i upravljanja i korišćenja javne svojine JLS. Rezultati aktivnosti na ovom projektu biće stoga od koristi za ispunjavanje obaveza iz Lokalnih antikorupcijskih planova.
Rezultati svih analiza o rizicima od korupcije u navedenim propisima biće dostavljeni svakoj od 28 JLS. TS će, takođe, izraditi i dostaviti svakoj JLS preporuke za izmene i dopune analiziranih propisa čime će doprineti opštem cilju projekta, odnosno razvoju i jačanju integriteta i poboljšanja organizacije, efikasnosti i efektivnosti rada JLS.
